According to my understanding Assembly is the coming together of two or more persons. so in this form,Assembly being mention of is the Welsh Assembly know to make decision and Speak on behalf of the Welsh people.

The Welsh Assembly was established 1997 and came into power 1999 according to BBC(2007) it is said the Assembly replace the Welsh office and was to be more democratic and taking on the power of the Old Secretary of State for Wales and Various Quangos that had sprung up in the 1080s an 90s. Members of the Assembly are said to be politicians chosen to represent the welsh people by election held every four years. Like every Assembly the Welsh Assembly is made up of 60 members and 40 elected in their local areas and for the 20 they are elected to represent the regions.
Although the Welsh Assembly are in charge of the governmental power but its said the power is limited and some people find this confusing. According to BBC(2007)
An independent commission was established in 2002, and the British Government proposed the Assembly was to be given more law making powers in 2005. The Government of Wales Act 2006 gave the Assembly more power. This now means that Wales is governed differently to England in some very important areas, such as Education and Health.According to BBC(2007) stated that Welsh Assembly has an annual budget in 2007 of around £15billion to spent in different areas below
